RBI's Priority Sector Lending Draft Directions (November 2026), Explained

When RBI puts draft rules up for comments, read the press release first, note the deadline, and do not treat a draft as final.
On 5 November 2026, the Reserve Bank of India (RBI) published a press release on consolidating Priority Sector Lending (PSL) instructions and placing draft Directions for public comments.

What RBI announced
RBI says that, as part of an ongoing effort to consolidate instructions issued from time to time, it has reviewed the extant guidelines on Priority Sector Lending and proposes to issue Directions on the subject RE-wise — that is, separately for each type of regulated entity.
Press Release: 2026-2027/1447, dated 5 November 2026.
The five draft Directions
The release names five draft documents placed on RBI's website for comments:
Reserve Bank of India (Commercial Banks – Priority Sector Lending – Targets and Classification) Directions, 2026
Reserve Bank of India (Small Finance Banks – Priority Sector Lending – Targets and Classification) Directions, 2026
Reserve Bank of India (Local Area Banks – Priority Sector Lending – Targets and Classification) Directions, 2026
Reserve Bank of India (Regional Rural Banks – Priority Sector Lending – Targets and Classification) Directions, 2026
Reserve Bank of India (Urban Co-operative Banks – Priority Sector Lending – Targets and Classification) Directions, 2026

Each regulated-entity class gets its own draft on PSL targets and classification — not one single rulebook for every bank type.
What "consolidation" means here
Here, consolidation means restating PSL instructions in RE-wise Directions. RBI also says instructions not included in the consolidated drafts would be repealed after the Directions are issued, and that this will be notified separately.
Until then, do not assume older circulars have already been cancelled.
How and when to send comments
Comments and feedback may be submitted on or before 26 November 2026, through either of these channels named in the release:
the Connect 2 Regulate section on RBI's website, using the hyperlink given against each document on the page where the drafts are hosted; or
e-mail to fiddpsd@rbi.org.in, with the subject line format: Feedback on [full name of the draft Direction / (including the type of Regulated Entity)].
If you respond, name the exact draft in the subject line so RBI can route the feedback to the right RE draft.
How to read a draft-for-comments release
Treat this as process news:
Draft ≠ final. These are drafts for comments.
Deadline: 26 November 2026.
Structure: five RE-wise drafts on targets and classification.
Follow-up: repeals of left-out instructions will be notified separately after issuance.
Keep it apart from market gauges. Readings such as T-bill auctions or India VIX answer different questions. PSL drafting is about bank lending classification, not a trading screen.
What this announcement does not tell you
It does not print numerical PSL targets in the press release.
It does not list which older circulars will be kept or repealed — that comes later.
It does not change lending rates or the policy repo rate by itself.
It does not give an issue date for the final Directions — only a comment window until 26 November 2026.
For target percentages and sector classification text, open the draft PDFs on RBI's site. This article does not invent those figures.
